This is "Piss" (Czech: Curajíci postavy), a 2004 kinetic sculpture and fountain by Czech artist David Cerny. It is located directly outside the Franz Kafka Museum in the Malá Strana district of Prague. The fountain features two bronze figures, standing approximately 7 feet tall, mechanically rotating and "urinating" into a basin shaped like the Czech Republic. The figures are designed to spell out text messages with their water jets, which can be sent by visitors via SMS.
